So if I have a 5,000,000 can I still go to a commercial bank and change it to PGK?

  the Inti was abolished in 1991 due to hyperinflation and a new currency, the Nuevo Sol introduced. Back then the exchange rate was 1 Nuevo Sol for 1,000,000 Intis (so, your 5 million back then would have been 5 Nuevo Soles, which today equals around US$ 1.50)
  
  For many decades now the Inti is no legal tender anymore. You cannot exchange old Inti banknotes neither in Peru nor anywhere else or buy anything with them.
  
  If the banknote you have is in pristine condition it could be interesting for collectors, otherwise - and I'm sorry to say it - it has no (or only sentimental) value.
